Hurunui District – Provision of Recycling Services.

The Hurunui District Council is facing one of its toughest decisions as it considers options for the provision of recycling services and the operation of the Amberley Transfer Station.  The Council has decided to put the recycling issue out to the public and invite their views and preferences on desired levels of recycling services.  It will also help the Council to make a decision about whether to contract with the existing supplier of these services or consider another proposal.  In considering this matter, Council will take into account any economic, social, cultural and environmental impacts on the community.

Waste Management in the Hurunui District


The Council adopted a Solid Waste Management Plan in 2005, which is being progressively implemented.  Council participated with other Councils in a regional approach to establish the disposal facility at Kate Valley. Transfer stations operate at Cheviot, Hanmer Springs, Culverden, Amberley and Waiau. Weekly collections of household refuse in all urban areas is charged for by a separate uniform annual charge.

 

The Council actively supports recycling and waste reduction through the assistance of voluntary community initiatives. Amberley District Residents Association operates Hurunui Recycling from the Council Depot, Carters Road, Amberley.   Council contributes money  ( grants and contract payments) and accommodation to a value of $ 123,500 towards the recycling programme this year. Council has established a partnership with the community in recycling and waste reduction management on a district wide basis.

Council joined Zero Waste in 1999. A $25,000 from the Zero Waste Trust  was used to provide a conveyor sorting table at the Amberley Recycling Depot.

The service the Council provides

A weekly collection from all urban areas throughout the year, on either Monday or Tuesday
All urban households pay an annual rate (irrespective of whether they use the service every week or not).
Rural households may use the service if they live on the route of the refuse truck by paying a separate account each year.

Collection times and days

Collection starts at 8.00am on the collection day.
Refuse is collected on the same day each week except when the normal collection day falls on Christmas Day or in Hanmer Springs when collection is on the Tuesday after a Monday Public Holiday.

Recycling

The Council encourages minimisation of waste and there are recycling drop off points in Amberley, Culverden, Cheviot, Waiau, Waikari and Hanmer Springs. Check your local newspaper or newsletters for details.

Quantity of bags

You are entitled to put out the equivalent of two kleensaks each week (Rural households are issued with two stickers for each week when they pay the annual fee).

Type of bags

Paper kleensaks are encouraged and can be purchased from any Council Office at 75 cents each.
Other containers will be picked up, provided they are securely tied.

Reject bags

Overweight bags (i.e. above 35kg), unsafe bags, bags containing liquid or hazardous materials will not be collected.
Bags without Hurunui stickers in rural areas will not be collected.  Bundles of garden waste are not acceptable.

Dogs and damage to bags

If dogs are a problem in your area, please do not put out your bag the night before collection day. Put it out first thing in the morning.

Glass and sharp objects

Glass is best placed in open-top containers beside the refuse bag.
Sharp objects or glass which are placed in rubbish bags must be well wrapped to ensure there is absolutely no risk of collectors being cut.

Commercial rubbish

The Council does not provide a commercial rubbish collection but there are several private contractors in the District offering this service.

Transfer stations

Amberley
Located at the Council Depot, behind Mobil Motors, Carters Rd, Amberley - open Saturday 9am - 12 noon and Monday to Friday  9am - 4.30pm.

Cheviot
Located in Mina Road, the facility will be open from 10am to 1pm on Tuesdays and Sundays.

Hanmer Springs
Located near the Hanmer River bridge, the transfer station is open every Saturday and Sunday 1pm - 4pm, as well as two weekday afternoons in spring, summer and autumn and one weekday in winter.

Culverden
Located in St Leonards Road near town, the transfer station is open on Saturdays from 9  -  10.30am and Sundays and Wednesdays from 2pm – 4pm.

Waiau
Located just South of the SH 70 River Bridge, the transfer station is open on Saturdays from 10.30am – 12 noon and  Sundays and Wednesdays from 1pm – 3pm.

Waikari
Located on the old Waikari Landfill site, this transfer station is now closed.

Littering

We all want to keep the Hurunui District clean and tidy. You can help by:

  • ensuring rubbish on trailers is securely tied down.
  • noting the opening times of the transfer stations and not putting rubbish outside the fenced compounds (litter wardens will prosecute offenders).
  • tying all bags and containers put out for collection- keeping bags out of gutters and puddles when it is raining.
  • recycling household rubbish.
  • composting organic waste from your kitchen and garden.
