Brief Description of Council Roading
In the District there are 1445 kms of local roads (584 kms sealed and 861 kms unsealed) and 246 bridges.
These comprise:
- 246 bridges
- 45 km footpath and berms
- 2,889 hectares of road reserves
- 8,647 traffic signs
- 62 km kerb and channel
- 795 street lights
The Council's roading programme is approved by Transfund, which provides financial assistance from the National Land Transport Account of 49% of the total cost for maintenance items, and 54% for construction items. An active Road Safety Co-ordinating Committee provides an overview of safety on the District's roads, and recommends safety improvement works Hurunui District's roading assets are summarised by value below:

Maintenance strategy
Maintenance tasks are first priority Maintain existing roads at an acceptable standard of service to ensure they are safe and trafficable at all times To catch up on essential carriageway maintenance To continue to improve roadside drainage To manage the network on a district wide basis.
Road reserve licences and consents

Anyone wishing to carryout work or occupy the road reserve for such activities as
- Plantings
- Grazing
- Fencing
- Urban/RuralAccessways
- Signs
- Structures
- Install pipes or cables
consent is required to apply to occupy the road reserve. |

Temporary road closures
Written requests for Temporary road closures are advertised for objections and put before council before approval can be given. The request must be with Council 50 days before the event to allow time to carryout the requirements of the Transport Regulations 1965
That advertising costs associated with road closures be met by the requestees.
That there be no liability on Council for any of the cost involved with temporary road closure operations.
Road Stopping / Unformed Road Closure
That any proposed closure be evaluated in respect of the public access network requirement contained within the Strategic Plan and submitted and submitted to Council for determination. Should the unformed road be not required for public access then the following should apply:
- All costs be met by the applicant.
- The closed road must be amalgamated with an adjoining title.
- The value of the closed road to be as per recommendation from a registered land valuer.
- That an initial non returnable application fee accompany all written applications.

Roadside noxious weeds
The Council is continuing to take responsibility for controlling noxious weeds on roadsides and weed spraying will be contracted out in the spring.
Dust Control

Property Owners may apply in writing to the Council to have a section of road sealed. If approved the costs of this work are to be met 50% from Council and 50% from the property Owners.
Oiling of Roads
Written requests for oiling roads will be considered favourably, subject to the following conditions: That no grading will be done on any oiled section of road until it develops potholes when it will be ripped and graded and that the work is carried out in accordance with the Enviroment Canterbury previously Canterbury Regional Council document “Guidelines for Dampening Dust” December 1999.
