Proposed Plan Change 15 – Buxton Gore Bay Ltd
The Hurunui District Council has accepted a request for a private plan change to the Hurunui District Plan from Buxton Gore Bay Ltd.
Proposed Private Plan Change No. 15 seeks to rezone the land within the Buxton Valley catchment to an Environment of Special Concern to be called the Buxton Valley Management Area. The proposed district plan provisions are specific to the Buxton Valley Management Area and would enable the establishment of 83 residential lots within farming, conservation, and recreation land uses.

The closing date for further submissions was 17 October 2008 at 5.00pm.
Hearing
The joint hearing of the plan change and associated regional resource consent applications was held on 2, 3, 6 and 9 March 2009 in Amberley. The hearings panel consists of Independent Commissioner John Milligan, Environment Canterbury Councillor Rik Tindall, and Hurunui District Councillor Vince Daly.

Decision
The Interim Conclusions of the Commissioners were released on 4 June 2009. The hearing was re-convened on 24 August 2009 for the Commissioners to hear further evidence as per the Commissioners Memorandum.
The recommendations of the hearing panel, which amended the proposed change, were adopted by Council on 24 September 2009. The Decision was notified on 30 September 2009 and will be open to appeal for 30 days.
