Meridian Energy Limited Wind Farm Project - Direct Referral to the Environment Court

Meridian Energy Ltd has applied to Hurunui District Council for land use consent to construct, operate and maintain a wind farm on a 34km2 project site located on the eastern side of State Highway 1 between Omihi and Greta Valley. Four applications have also been lodged with Environment Canterbury (discharge to air, discharge of stormwater to land, discharge of contaminants to land and for the storage of diesel and use of mobile tankers). A decision has been made to refer all of these applications to the Environment Court by way of direct referral. The Environment Court reference is ENV-2011-CHC-90.

This website is being maintained by Hurunui District Council in its role as reporting council to the Court.

Effective communication is essential to any successful relationship, without it distrust and suspicion quickly establishes, it is also essential for successful and harmonious institutions, organizations, committees and families

I don’t intend commenting on the unfortunate circumstances of our City neighbours except to say it is a timely reminder to us all that disharmony is never far away unless we are ever vigilant.

Unfortunately it is often the small things that grow out of control, it’s so easy to leave people out of the loop, who have a right to be included in decisions.

We also often make assumptions that everyone is as informed on an issue as we are leaving them with no understanding of the decisions made. Often this is not intentional but the result of us taking a pragmatic approach and just getting on with things.

Defining communication is difficult, but it must be about listening as much as talking, about receiving the thoughts of others as well as imposing our thoughts on others.

I have an extreme dislike for the all too common email wars that often deepen the problem when dealing with controversial or difficult issues; it’s so easy to misinterpret the feelings behind the words, a phone call, or my preference, face to face chats usually resolves it, admittedly the transfer of large volumes of factual information we exchange daily by email is brilliant.

I would suggest that communication is a reciprocal responsibility; it is not just about putting out information, but also listening and actively seeking answers. A lesson from my National Service days, ignorance is no excuse, you find out or take the consequences.

This leads me to the upcoming consultation period for the Draft Annual Plan (LTP) each year we ponder better ways to present these plans to you and have tried numerous approaches with varying success.

I know from experience that community engagement, (for any organisation), is extremely difficult but without this process Councils would end up working in isolation from the community, apart from the representation of your views by your elected representatives.

Any constructive suggestions on engagement would be welcome.

Hurunui Local Designs Website For Hurunui Youth Programme (HYP).

Hurunui District Council 2011 School Achiever recipient William Hope, can add designing the Hurunui Youth Programme (HYP) website to his list of achievements.

The Hawarden teenager’s future goals include studying architecture at Victoria University in Wellington this year, in order to become a qualified architect so that he can help with the future rebuilding of Christchurch.

To find the right design for the HYP website a competition was held early in 2011 and after months of hard work it went live last November. The URL is – www.hyp.hurunui.govt.nz

The competition was open to all young people in the Hurunui with entries being judged on design, functionally and ultimately creating a site which youth, parents and schools would all enjoy using.

“The three main colours of the HYP logo was my starting point” said William. “The blue, green and orange, present in the logo, were used as the essential basis for the design then I moved from there”.

Second place in the design competition went to John Marr from Hurunui College and third place to George Stephenson from Broomfield Primary School. “All three place getters had awesome ideas and designs but William’s captured the judges’ attention the most” says HYP Co-ordinator Samantha Mould.

William met with Tracy Tam from SevenZest to discuss the design and make slight adjustments to turn the design template into a workable website.

“Many people take a website for granted. They see the concept, appeal and functionality as fundamentals of design, and that any website can have the potential to be good. However, it’s not the ideas, it’s how they are manipulated through the design process that determine the overall quality of the design. Translating my design from an idea on paper to a running website was something I left to the experts!” said William.

“The website will make registering for HYP events like defensive driving courses, and leadership camps much easier for people” says Samantha. “The events page will show people exactly what is coming up and the other information available will direct young people to scholarship information, study websites and health related agency websites”.

Hurunui Youth Programme (HYP) Backgrounder

• Hurunui Youth Programme was established in 2008

• First three years was funded in conjunction with the Ministry of Youth Development.

• HYP is now funded by the Hurunui District Council and grants from other bodies.

• It aims to provide 12-18 year olds in the district with a wide range of recreation, sport and cultural activities

• Youth Committees are at Amuri Area School, Cheviot Area School, Hurunui College and Amberley Primary School

• Hurunui Youth Council (HYC) was established in 2011

• The HYC contributes to the Hurunui District Council decision-making by providing a youth perspective

What is a Building Consent?

A Building Consent is a consent to begin building work. The Building Consent ensures your plans and specifications comply with the New Zealand Building Code 1992. It is for your protection that all buildings must comply with the requirements of the New Zealand Building Code.

Either before or at the time you apply for a Building Consent, you may also need to obtain a Project Information Memorandum (PIM). This identifies design elements required specifically for the proposed building works (i.e. snow loading or wind speed), and whether or not you need a resource consent.

When do I need a Building Consent?

Types of activities requiring a Building Consent include:

New houses
Alterations and additions to houses
Relocating a house
Pools (fencing)
Decks if the fall height is more than 1 metre
Sheds over 10 m² floor area or smaller sheds closer than their height to the boundary
Plumbing and drainage
Fences over 2 metres in height

Almost all building or excavation work requires a Building Consent. If you are unsure check your proposal over with our Building Officers who can advise you on what you need to do, or check the 1st Schedule of Building Act 2004 for exemptions.

How long will the consent take to be processed?

A Building Consent must be processed within 20 working days, although a Council can suspend an application if further information is requested.

Building Act 2004

The Building Act 1991 has been repealed and the Building Act 2004 is now fully in force.

The Act introduced major changes for New Zealand’s building control system. It is about improving control of and encouraging better practices in building design and construction, to ensure buildings are built right first time. The range of measures to achieve this bring more scrutiny into the building consent and inspection processes including:

A timeframe of up to 20 working days for councils to consider building consents
Conditions for issuing building consents that require more details
Code compliance certificates issued against the conditions in the original building consent
Detailed information is included in project information memoranda
The certificate of acceptance
A role for the Fire Service in the consent process
Provisions for change of use of a building
When any building work is done, even if it does not require a building consent, the work must meet the requirements of the New Zealand Building Code
