Council ticks off next step in transition of water services.
Hurunui District Council has agreed to enter into a Transfer Agreement with Kaikōura Hurunui Water Services Ltd (KHWS), marking the next step in the transition of water, wastewater and stormwater services to the council-controlled organisation.
The agreement formally supports the transfer of responsibility for water services and the associated assets to KHWS, which commenced operations on 1 July 2026.
Mayor Marie Black said the agreement is an important milestone in implementing the new water services model and provides clarity for both organisations as the transition continues.
“Residents can be assured that this is a business-as-usual step. Water services will continue to be delivered by the dedicated people who know our communities and infrastructure well,” said Mayor Black.
Council’s Chief Executive Hamish Dobbie said the Transfer Agreement provides the legal and operational framework needed to support the new organisation.
“Since KHWS commenced operations, both organisations have been working closely together to ensure a smooth transition. This agreement formalises those arrangements and provides clarity around responsibilities, assets and ongoing service delivery,” said Dobbie.
He added that residents should notice no change to the services they receive.
“Our focus remains on delivering safe, reliable and sustainable water services for the communities of Hurunui and Kaikōura.”
South Ward Councillor Steve Hutt said there are already good people on the ground.
“We need to give the water services team the best opportunity to show a good model for when we move into this new unitary model, that any future partners can join with,” said Cr Hutt.
West Ward Councillor Chris Scarlet voted in favour of the recommendation to transfer the assets now, given KHWS is already in existence.
Fellow West Ward Councillor Dave Hislop agreed.
“We should just get on with it,” said Cr Hislop.
The agreement will now be considered by the KHWS Board before returning to Council for final approval.
