Plan Change 7 - Rosewood Terrace

The Council has initiated a plan change to the Hurunui District Plan to rezone part of the property 185 Ashworths Road, Amberley from Rural Zone to Residential 1 Zone, and apply an Outline Development Zone overlay along with associated changes to the policies and rules applying to the plan change site. The rezoning would enable development of approximately 230 residential lots.

The purpose of the plan change is to allow for the proactive relocation of the Amberley Beach settlement, which is subject to multiple hazards (including coastal erosion and inundation, fluvial and pluvial flooding and rising groundwater) in a manner that is cost neutral to the wider community and which is sensitively located within, and integrated with, the surrounding environment.

What happens next?

The process for public participation in the consideration of the proposal under the Resource Management Act 1991 is as follows:

  • After the submissions closing date, all submissions will be summarised. A Summary of Submissions will then be published here, and a further submission process will then take place.
  • Further submissions can be made in support of, or in opposition to, the submissions already made by certain persons.
  • All submissions and further submissions will then be considered and a hearing will be held for anyone wishing to speak in support of their submission.
  • The Hearings Panel will give a decision on the proposal and any submitter has a right to appeal the decision to the Environment Court.
