Make a resource consent application

To apply for resource consent and other resource management applications, the necessary application form and supporting documents will need to be prepared in accordance with Schedule 4 of the Resource Management Act 1991.

Applications can be lodged:

  • Through our Online Portal - this is our preferred method.
  • Emailed to planning@hurunui.govt.nz
  • Posted to Planning, Hurunui District Council, PO Box 13, Amberley 7441, North Canterbury
  • Hand delivered to the Council office at 66 Carters Road, Amberley or to a Council Service Centre in Hanmer Springs, Cheviot or Culverden

Do it Online

The Do It Online portal allows you to apply for and manage the following resource consent and other resource management related applications online:

  • Resource consent;
  • An extension of the lapse period;
  • Section 223 & 224 certification;
  • To change or cancel consent conditions;
  • Give affected person’s approval for a resource consent;
  • Request a pre-application meeting;
  • Submit a pre-application for feedback

Please note when first using the portal you will need to set up an account, and then log in each time after. This will allow you to receive notifications and interactions through the portal.

Please note these are not required when applying through the Do it Online portal.

Boundary activities

A boundary activity can be applied for where a boundary rule (e.g. access to sunlight, setback from the boundary of the neighbours property) is breached and you have written approval from the relevant neighbour.

An invoice will be issued on receipt of your resource consent application. Please note processing of your application will not start until payment has been received.

Development contributions

Development contributions are payable to the Council:

1. Prior to issue of section 224 certification for a subdivision consent, or upon issue of Code of Compliance for a building consent for a new dwellings including flats, townhouses, retirement villages, apartments and travellers accommodation, business and industrial activities.

2. At the time of application to the Council's Rural Water Scheme.

Boundary activity application

Within 10 working days.

Non-notified resource consent

This is where officers determine no consultation is required. Officers have 10 working days to determine if an application should be notified.

Provided sufficient information is provided with the application (i.e. you provide us with everything we need in appropriate detail) a decision will be issued within 20 working days. If the information provided is not up to scratch, Officers can stop the clock to request further information or affected parties approval. This means it will take longer for you to receive a decision.

The best way to guarantee a decision within 20 working days is to provide us with good quality information from the start! If your application is complex you may need to engage the services of a planning consultant to prepare your application.

Notified resource consent

This is where Officers decide public consultation is required due to the effects of the proposal. Public consultation can be 'limited' i.e. to directly affected parties, or 'public' i.e. to everyone.

Notified consents take longer to gain a decision. Council's have up to 100 working days to issue a decision on a limited notified consent, and up to 130 working days for publicly notified consents.
